Well said my friend !!!!!!!. I am a fan of not only your way of writing, but the topics you choose. I must start with thanking you for such a treat ....
But I would have really appreciated it more, if you have had a cause - effect
analysis.
In order to understand , what I mean by that, u will have to perform the following exercise for me.
1) Type www.google.co.in
2)In the text-box , write maoist todays date
3)In the search results , You will notice some incidents which would vary from a train disturbance to killing of a para-mailitary Jawan.
4)Go Back to second step & change the date to previous one(yesterday).
Keep repeating steps 2 to 4
and you would discover the reality.
The so called Naxallites or Maoist are doing some or other thing daily. You may even change the year ,in the search text-box ,to discover the same result.
Now, hold a moment and promise me that you will be impartial and patient when you are with me in this article. I would appreciate if you switch your mobile phone and have a galss of water. :) :)
Coming back to the point , by doing our exercise we got to know that those maoist are doing something or other on a daily basis...But have you wondered, What is that has kept them going.????
Chalo , lets try to understand the following facts one by one.
* Firstly, Media is potraying them as the biggest villans. Still y have they taken that path.
* They also have access to TV , and therefore, they must be aware of what is happening in the country, same Z cinema, same IPL and sash bahu tv shows as a so called citizen of Union of India watch,they must also be watching.
Then why do you think the parents out there do not stop their children to take guns in their hands at such young age. Dont they wish that their child should be a doctor or an engg like any other parent in the country...!!!
* Why do they target THE STATE
* How the so called uncultured tribal people have been able to over come multilingual boundary of the nation and operate in 14 States.
When civilzed people of some state are beating some section of citizens, in financial capital of the nation and center does not intervines calling it a multilingual differential out brust,
In the same nation a Telgu maoist leader kills 76 jawans in chattisgarh....
* If you think they are doing this for 5000 pm salary, what they supposedly get, then, why dont they join Indian army or Central police forces where they can enjoy many facilities , for themshelves and there family plus a better salary and a dignified life.
Activity 2: Take a political map of India. Draw a straight line passing through two cities a)Lucknow b)Vijaywada.
Feel great !!!! you have divided India into developed(western half ) and undeveloped India(eastern half).
The same line divides demography for litreacy, MMR , CDR , Poverty line, Malnutrition, Rural Non Electrification, Infractural difference , proposed SEZs, proposed Hi Tch cites, out migtaing states in the east ti in-migrating states and many more ... You name a disparity and you have it among two.

I am sorry that the article is not in a proper flow, I am a very bad blogger, so bad that i couldn create a single blog as yet ;)
still bare with me and read it completly.
Nevertheless, you must have understood my point is UNDERDEVELOPMENT, the term has million times more affect than it appears to us.
Allow me to tell you a short story . Long long ago in 1947 a Union of states got its independence, from a captialist nation who were exploiting her for their own benefit . But independence came with its side effects.
We lost pakistan and Bangladesh, not only that we lost one third of our canals, 27% wheat growing region , 24 % rice growing area, our largest port karachi and almost 70 % of our cotton and jute producing areas. We had a very large population to feed. So we laid full emphasis on agriculture in our first 5 year plan in 1951-1956 many irrigation project ex- hirakud , bhakara nangal dam were constructed. In the second five year plan Mr Nehru, being overwhelmed with first five year plan invested heavily in power generation and Iron and steel plants and plants like durgapur, bhalai and BOKARO (me) came into existance. Till now every thing was going fine but in the next decade our nation has to witness the strokes of sino-Indian war , a terrible famine 1967-1968 , and finally Indo - pak war. The aftermath was not so pleasing , we had to beg USA for wheat :( ..
In order to recover , we kept bringing up amendements in center -state relation ship ( the 7 th schedule..) & various events like green ,yellow , white , golden , grey revolution kept coming, which helped our country to slowly prosper. We entered into morden era after libralisation brought about to India by Mr Manmohan singh in 1991 -92. Since then India has shown a better growth and we have even crossed a GDP of 9.0 a couple of times. And here we have a country which has become a global power , who, can act as BASIC(Bazil, South Africa, India , China) and influnce copenheagan procceding also being stated as BRIC nation by goldman sachs and surpass global meltdown. Who will not be proud today to say I am an Indain & I am no exception.
Hey !!!! I for got to tell you a small event which took place while these 60 years of our nations success story was being written.
Owing the responsiblity to feed around 100 cr population our government took a decision of zoneing the Indian land mass, we understood the limitation of fertile land in our country,
so we decided that we will not promote industrialisation on fertile land like Ganga plain , Mahanadi delta, Brahamputra plains e.t.c.
Secondly we are not going to promote urbanization in the areas of mining (fair enough, if a new town comes on a coal reserve, when we want to exploit the reserve we will face the problem of displacement). So we rejected cities like allhabad, patna, kanpur, kolkata oweing to their proximity to fertile land and decided to uses small mountanious cites (during 50's and 60's) like bangalore, hyderabad, pune e.t.c as they are not fertile nor they have any reserves. All izz WELL till here.
Hold on and understand following , then we shall relate both. Our constution has laid down 7 th schedule which talks about relationship between center and state. Here we have identified Union List and State list, for the Union list we have listed items of National importance like defence, mining, international relations e.t.c similarly for state we have listed agriculture and we have a concurent list for issues like education for which both state and center has to make laws .

I am a common, happy and proud citizen of India , reciding in a state called Jharkhand.
An apple in kashmir will cost me 50rs/kg, that will be lesser in Jammu & Kashmir. Ground nut in gujrat will be half the price to what it will be my state. But coal, iron ore (56 rs/kg), Mica (only state producer), uranium(largest and only producer), zn , copper and many more will be sold at a uniform rate to whole nation. And following things will happen along
* NOT a single penny will come to my state because some person some day has put mining in Union List.
*NO Urbanization will happen to my state as a large area has potential mineral reserve.
*47 % of my states land will be virtually a wasteland for us and more over 12 % have been turned imfertile due to mining discards.
* Plus 17 % of my states land has been declared under national forest reserve (ex Palamu region), so I cant drop a single strand of tree, so as to help the nation to achieve global goal(United Nations) of 33 % forest cover. So I cant convert it into farm land.
* No SEZ will be planned in my state, for the same above said factors.
* Whenever IT companies bid we cant give them the land under mining/forest so we are left will land with tribal population and urban population or the scanty fertile areable land we have.
So what to do...:) :) tension mat lo, I know what to do & I will do :)
* Again , the few cities which have been developed here are Bokaro , Jamshedpur, Rourkela, Tilaiya, Dhanbad e.t.c are all either steel plants to dig out my states reserves of
Iron ore, refine it in the steel plants by useing coke ovens of our coal and our people (including my father) to produce steel and supply to so called
primate cities of India.. I see no difference in Britishers approach and GOI approach in this regards. Both used development as a tool for exploitation.
* This is not a story of single state, even states like Orissa, Chattisgarh e.t.c have same fate.
* 70 % of our nation power production is THERMAL. 80 % of nation coal comes from Jharkhand and Orissa.
I have heard a very good friend of mine from UP, that "Y should govt invest on states which are not so productive like Orrissa, it deserves to be in its position as poorest state" , poor fellow dosen't know that UP or Mah, the largest populated and second larget populated have no major coal field .Since the childhood , the bulb you lit, remember the diwali lightings, & how you felt at school when there was no current
on one of those summer days.Every thing is requires energy which is generated by burning coal. Always remember you are paying bills to GOI which is using coal from my poor state, the money is going to our National income. With that money wether you build metro in Delhi or host commonwealth games.
But I find it funny when People in mumbai travel in trains made of our iron ore, running on our rails fuelled by electricity, produced by coal, produced
in my state, dug by my state's labourers say "******"
Who will not salute the success story of punjab and haryana on the virtue of free electricity and various loan wavier schemes . Agriculture being in state
list they can sell wheat and develop their state , but alas we can't. But they can use our electricity and listen to new bhangra numbers every other day.
We may set up how much ever tractor building national institutes in karnal. But a tractor will need iron. A scooter to a Merc will need iron ore. And it has to be
moulded by burning coal.....
There are live examples like middle east who are building palm Islands on the virtue to their mineral resource ( the petroleum ), we dont want palm Island
but our govt should give some royality or a special status or some thing ...Not to forget petroleum accounts for 60 % of our total import by value. Can we image the
situation , if we had no coal reserves.
HEY SO Sorry man , I am totally deviating from the topic. I have tried my best to keep myself foccused towards the topic. But you see I am a Bihari ;)
not so learned as many among us ...
One more thing I would like to clear ,I am not saying govt has intensionally done this, nor I am not against any region infact my first girlfriend was a punjabi gal
and my gal is a kannadiga..(see I am non-regionalist & handsome too ;) )....
My point is simple appeal to GOI to take a judicious step to reflect 9.0 gdp into a common mans life
and the so called "Inclusive Growth" should not be limited to those 35 " million plus cities".
Therefore the bottomline is underdevelopment. The root cause of the whole maoist activity is the prevailing disparity. Initially, the movement started with a good cause.
But not it has turned our to be a meaning less and gaol less game, where the movement has become a toy in the hands of local politics. A poor , hungary
and frustated individual who is ill treated even if he migrates, finally falls into trap to the people who brain-wash them againt the state. Considering the current
misfortunate incident of dantewada, the times of India has stated that the district is so backward that, it doesnot even has a petrol pump or an auto rishkaw. Now,
Who is responisble ??? who can be accounted for that..If we try to dig it, the same old blame game will start.
Secondly incidents like the development of infrastructure like dams to support increasing demand of electricity for urban population and rapid industralisation
leaves room for 100 of villages to get displaced . In the proccess government offers lands for people who loose land. But every village consisit of aroung 30-40%
of landless labourers,potters,carpenters e,t,c who eventually get no compensation and are subjected to competetion at the new place. These people are
eaisly trapped by the Moaist leaders and join them.
Lets not stop here, lets discuss about few mitigation steps. I would like to highlight following angles to you.
* Even if the state kills most of the maoist using army . The problem will still sustain. There are chances that it will increase the dicontent among
the remaining ones, who may try to use methoeds bomb blast causing a greater damage to life and money.
* One must understand difference which a smuggler like virappan or a pakistani terrorist makes with a naxallite or a maoist. The former has no sympathy
of common people whatsoever, but the latter one a backked by a greater section of local public, they cant be diffrentiated form a common villager.
* So I would suggest following activity for govt.
1) Step 1 : Identify few pilot district which are maoist affected.
2)Step 2:Do a rampant development both in infracture & Health facilities.
3) Step 3:Try to recruite more people in army from those affected areas. After merging them with the main streams they may be used as weapons against maoist/
4)Display smpathy in speaches and Enable media to play its role.
5)Have a target based budget allocation and an intelligence department.
6)Relocate local youths of age group 20-30 years by providing them job opportunities.
7)Government may strengthen plans like MREGA, BHARAT NIRAMA, JLNRDP, IAY e.t.c to the pilot dist.
8)Try to arret key leaders rather than killing few new joinies.
9) have a time bound target and responsible police-paramalitari-army team exclusively for moaist problem.
Finally the development in these areas will automatically reflect in our nation development as it will increase litreacy,employment further population control, MMR reduction e.t.c due to awareness so created.
We must have perspective planning divided in annual plans.
Last but not the least people like me and you should not waste time in writting blogs. We should think about doing something substantial...
